RTE seats drawn by a seeded, reproducible lottery
The RTE 25% reserved-seat quota is allocated by a pure seeded-random draw over the verified pool, so the same inputs always re-seat the same bucket in the same rank order - reproducible and defensible for a legally sensitive process.
Document verification is real-adapter-ready, never fake-verified
Verification resolves a DigiLocker or OCR adapter and the tenant’s credential at verify time; the default dev stub echoes a normalized claim with no network egress, so plugging in a live adapter needs zero call-site change and a missing credential never fakes a pass.
Sibling concession scoped to the household, not leaked across it
Sibling-discount events are keyed to the family and household, and the data-principal export only exposes a guardian the concessions of children they actually hold - a guardian linked to child A never sees child B’s amounts.
Gapless certificate serials, even in bulk
Bonafide and transfer certificates mint the next per-(tenant, kind) serial under a row lock, and a bulk issue allocates N contiguous serials in one all-or-nothing transaction - so the serial run never has a gap an auditor would question.

Can a rejected applicant accidentally become an enrolled, billed student?
No. The offer-to-enrollment conversion only proceeds from an accepted status (offer accepted plus fee paid or waived) on the strict path, and a terminal-negative reversal like "rejected" can never convert. The funnel guards that boundary in code.
Is DigiLocker document issuance live?
Verification is adapter-ready and works today via the resolved provider; live DigiLocker document issuance from the studio is issuance-ready - the envelope and route are built, but the real NeGD push honestly reports "not implemented" rather than faking bytes until the live contract is enabled.
What does student-compliance track at the record?
It tracks DPDP and child-safety (POCSO) obligations against the student - for example a current verifiable parental consent under DPDP Rule 10, and step-up-protected access to sensitive regulatory ids (APAAR/PEN/UDISE), which are returned masked and never leave the wire raw.
